The main objective of this meeting was to discuss the 2015 Code draft and collect members' comments for the Athlete Committee submission to the Code Review process annexed herein.

The Committee also discussed key topics, current issues and matters raised by WADA's Director General?s report, and as a result, several comments, and suggestions were offered:

  • Concerning worldwide anti-doping laboratory capacity: members encourage approval of laboratories or
    clinics to analyze blood samples to help countries without accredited-laboratories;
  • About the recent allegations of doping in Kenya: members call for the Kenyan government to put
    in place an independent inquiry on the latest doping allegations highlighted in the past year by the media;
  • Members acknowledged that the RADO Office in Nairobi has increased its program capacity and the
    Committee is keen to see development in that area. The same view applied to Jamaica which is enhancing its activities since a change of leadership at management level.
  • General comments about the Code Review:

- for the next draft in general, all must be done to help athletes to take hold of their responsibilities and make the right choices;
- It was recommended to find ways to enhance International Federations accountability in applying their anti-doping programs;

- Members strongly suggested that the 2015 Code be communicated in easier to understand language to help better explain the major changes. The Code Drafting Team will be working on an Athlete friendly explanatory version of the 2015 Code and will engage with the Committee on that aspect. The Committee requests to see a draft of this document in time for their next meeting, 26 June 2013.

  • Committee members were informed of WADA's 2013 priorities, mainly determined by the budget freeze
    accorded at the November Foundation Board meeting:
    • Code Review Process
    • RADO increased capacity
    • ADAMS
    • Athlete Biological Passport
    • World Conference on Doping in Sport

- Committee members questioned the costs of the Court of Arbitration for Sport (CAS) and the challenges this gives athletes to gain access to a fair hearing when they have limited means. All athletes deserve the right to a fair hearing, and this system needs to be fair and accessible to all.

- The Committee was also given a presentation on the need to increase the role of education in prevention by Rob Koehler, WADA Director, Education and Program Development. Members agreed on the importance to reach out to athletes and educate them on the dangers of doping and why it is morally wrong. They are calling on anti-doping organizations to raise the levels of education and information in their anti-doping programs.

- About the Lance Armstrong case: members called on sanctioned former cyclist Lance Armstrong to make a full confession to the anti-doping authorities for the sake of clean athletes across the world. This case is a great demonstration that not only testing catches the cheats. ADOs must continue developing capacity in investigations.

- Robert Manfred of Major League Baseball gave a presentation on the advances made in the implementation of a stronger anti-doping program and the league's shift in culture.
